Data Exchange Framework Information Hub

The California Health and Human Services Agency’s Data Exchange Framework (DxF) is the first-ever, statewide data sharing agreement that will accelerate and expand the exchange of health information among health care entities, government agencies, and social service organizations beginning in 2024.

DxF implementation is a multi-year process that has involved extensive stakeholder engagement. With stakeholders, the California Health and Human Services Agency’s Center for Data Insights and Innovation (CDII) has published a Data Sharing Agreement (DSA) and associated Policies and Procedures (P&Ps) that explain the “rules of the road” for data sharing in California and will be continuously updated as needs change and standards evolve. There is also a mandate that certain specified entities sign the Data Sharing Agreement by January 31, 2023 and begin sharing data by January 31, 2024.

The DxF Info Hub was created through the DxF Multi-Association Education Initiative, a partnership involving America’s Physician GroupsCalifornia Academy of Family PhysiciansCalifornia Quality CollaborativeCalifornia Association of Area Agencies on AgingCalifornia Association of Health FacilitiesCalifornia Association of Health Information Exchanges, and Insure The Uninsured Project to educate their members. Transform Health and BluePath Health, through Connecting for Better Health, provided facilitation and management support for this initiative.
