Connecting for Better Health is a coalition representing consumer groups, health care providers, health plans, and technology partners dedicated to advancing statewide health data exchange in California. We commend your leadership and your urgent attention to the development of California’s data exchange framework.

As the CHHS Data Exchange Framework Stakeholder Advisory Group prepares to discuss the principles that will guide statewide data exchange, we recommend the adoption of previously developed principles that were endorsed by a diverse range of consumer and patient organizations in 2010. These principles are centered on the needs of the consumer and the patient and have stood the test of time. We believe that these already vetted, widely supported principles should be used to guide the Stakeholder Advisory Committee’s important work and govern the design and implementation of health data exchange in California.
