CDII Releases Roster Service RFI and DxF Roadmap for Public Comment

The CalHHS Center for Data Insights and Innovation (CDII) released a Request for Information (RFI) to explore solutions for a centralized roster service that could support events-based exchange under the DxF. The RFI submission deadline is December 20, 2024. In addition, the draft DxF Roadmap that will guide DxF implementation over the next three years is now available for public comment through December 9, 2024. (CDII, November 2024)

HHS Prepares HIPAA Cybersecurity Proposed Rule

Amid increasing breaches and cybersecurity risks, the U.S. Department of Health and Human Services (HHS) is developing a proposed rule to strengthen HIPAA security standards. Anticipated for release in December 2024, the modifications seek to protect electronic protected health information (PHI) by modernizing cybersecurity requirements for how HIPAA covered entities must prevent, respond, and recover from threats. Oracle Applies for TEFCA QHIN Status

Under the federally-enabled Trusted Exchange Framework and Common Agreement (TEFCA), Oracle applied to support nationwide health data sharing in alignment with TEFCA by becoming a Qualified Health Information Network (QHIN). In participating with the seven existing QHINs, Oracle also aims to enable the exchange of less common data types, such as X-rays and MRIs. (Healthcare Dive, 10/28)

JAMIA Study Examines Barriers To Data Exchange Among U.S. Hospitals

A recent article published in the Journal of the American Medical Informatics Association (JAMIA) reports that most U.S. hospitals in 2023 experienced at least one barrier to data exchange, with patient matching and cost-related barriers most significantly impeding their ability to access outside information. Survey results found that higher-resourced hospitals using network-based exchange experienced more minor issues compared significant barriers that prevented exchange for lower-resourced hospitals relying on mail, fax, or direct access to outside electronic health records (EHRs). (JAMIA, 10/14)
