Robby is Director of Government Affairs at Blue Shield of California, where he works to improve technology and payment policy to support better health access and outcomes. He primarily provides analysis and strategic insights on health information exchange, telehealth, privacy and security, and payment policy. Robby holds a B.A., M.P.H., and J.D. from the University of Washington.
Bill Barcellona
Executive VP for Government Affairs for America's Physician Groups
Bill is the EVP for Government Affairs for America’s Physician Groups. Bill previously served as a deputy director at the Department of Managed Health Care, and on the DHCS SAC and Managed Care Advisory Boards. He currently serves on the Health Care Payments Data Advisory Board and the CHHS DxF Stakeholder Advisory Sub-Committee. Bill is a graduate and former faculty of the USC Price School MHA program and is an attorney.
Lisa Chan-Sawin

Lisa is the CEO and Founder of Transform Health, LLC. With over 20 years of experience in policy analysis, program development, and strategic planning, Lisa has designed and implemented large-scale multi-sector health systems transformation projects, including supporting the development and launch of the city of Sacramento’s Whole Person Care pilot. Lisa has experience working in the California Assembly and Senate Health Committees and holds a M.A. in Health Administration from USC.
Daniel J. Chavez
Executive Director Santa Cruz Health Information Organization (SCHIO)
Daniel is the Executive Director of SCHIO. With over 35 years of health care information technology experience, he served as the founding executive director of San Diego Health Connect, and has served on the 211 San Diego, Community Information Exchange San Diego, Strategic HIE Collaborative (SHIEC) and Destination Care San Diego board of directors. He sits on the Board of CAHIE and holds a BA from San Jose State University and an MBA from Stanford University.
Andrea Frey
Senior Counsel, Hooper, Lundy & Bookman
Andrea serves as co-chair to the firm’s Digital Health and Reproductive Health Practices. Specializing in digital health and data privacy and security issues, she counsels hospitals, health systems, medical groups, and digital health providers in navigating federal and state health privacy laws and regulations that govern the confidentiality and exchange of health information—including, advising clients on the DxF / DSA and P&Ps. Andrea holds a J.D., M.P.H. from University of Washington School of Law.
Robert Jordan

Bob works with community health centers, clinicians, and health systems to improve their operational efficiencies and health quality outcomes through adoption of electronic medical records and use of health information networks. He recently served two years as interim chief operating officer at the Santa Cruz Health Information Organization. Bob specializes in health and social service information exchange, privacy and security, healthcare quality improvement, and management processes. Bob holds a B.S. from the U.S. Naval Academy.

Gregg is the CIO at Hill Physicians Medical Group. With over 30 years of experience leading healthcare IT organizations, Gregg provides strategic oversight to information systems, projects, and teams, including; Technology Innovation; Corporate Applications; Data and Integrations; Enterprise Security, Infrastructure; and Enterprise Project Management. Gregg received his BSBA in Management Information Systems from the University of Arizona. He is a Certified Healthcare CIO (CHCIO), Digital Health Executive (CDH-E) and member of CHIME and HIMSS.

Anwar is VP of Long-Term Services & Supports at Partners in Care Foundation. With over 20 years of experience in healthcare administration, care management, and gerontology, he focuses on driving performance through an innovative blend of outcome management, patient focused services and employee development. His extensive legislative advocacy and knowledge in health and social welfare has contributed to the overall improvement of California’s community-based service delivery. Anwar holds a master’s degree in Clinical Psychology.
Joe Diaz
Regional Director for the California Association of Health Facilities (CAHF)
Joe has served as the Regional Director for CAHF for the past forty years, where he represents the interests of members in 17 of California’s largest counties. Before joining CAHF, the Governor appointed him the Director of the Office of Statewide Planning and Development. Prior to that role, the Governor appointed him as the Undersecretary of the California Health and Welfare Agency and Deputy Secretary of California’s Youth and Family Agency.
