For decades, leaders in health and social services across California have championed innovative data sharing efforts to advance whole person care. Recent statewide policy developments, including the Data Exchange Framework (DxF) and current Medicaid waiver program (CalAIM), are creating additional attention and investment in these efforts. While many organizations are advancing these strategies across the state, a scalable statewide approach has not been defined for the sharing of social services information.
This point-in-time snapshot of the collective understanding of active social and health data sharing initiatives across California identifies factors, approaches, and learnings that can inform pivotal next steps and roles for public and private leadership. This landscape summary does not claim to be an all-inclusive review, but rather a sampling based on previously published reports, with a snowball technique to identify emerging activities.
